Library Cards

Library cards are free to all residents of Rowan County and to persons who have a library card (in good standing) from a library that is a member of the Eastern Kentucky Reciprocal Borrowing Consortium. Others may purchase a library card for a one-time $10 fee. The charge for a replacement card is $1 for the first replacement, and $5 for the second and subsequent replacements.

Patrons wishing to obtain a library card at RCPL must present a photo ID.

Acceptable forms of ID include:

  • State-issued driver’s license
  • State-issued ID
  • U.S. passport
  • Military ID (CAC or VA card)
  • U.S. immigrant ID Card

All forms of ID must be government-issued, legible, and current.



In addition to more than 140 journal and newspaper subscriptions, materials include:

  • Children’s fiction
  • Children’s non-fiction
  • DVDs
  • eBooks
  • Large-print fiction
  • Large-print non-fiction
